The P25 Compliance Assessment Program (CAP) promotes the acceleration of standards and develops testing to enable first responders' communications systems to work with each other. Project 25 (P25) develops standards that allow radios and other components to interoperate regardless of manufacturer-enabling first responders to exchange critical communications. P25 CAP tests the equipment to verify that it meets the standards and provides emergency response agencies with testing evidence.
