Description

NTIA and the FCC have statutory responsibilities, including evaluation of alternative state plans and spectrum lease/RAN construction grant applications for opt-out states.  This panel of OPSC and FCC experts examines their collaborative activities and thoughts surrounding their responsibilities under the FirstNet legislation, especially on the statutory requirements and process that an opt-out state must take in order to receive approval of their alternative state RAN plan, authority to enter into a spectrum lease with FirstNet, and optional construction grants. Hear from NTIA and partner organization FCC regarding these important initiatives. Examine the NTIA and FCC’s current collaboration efforts, including reviewing the requirements of the Middle Class Tax Relief and Job Creation Act of 2012, and the SAPP review, process, its development, and current thinking regarding spectrum lease agreements with FirstNet and a receive a RAN construction grant from NTIA.
