Examine how utilities and public safety may be able to share the 700 MHz public safety broadband network and the 4.9 GHz band. Discuss a report by the National Public Safety Telecommunications Council (of which UTC is a member) that explains priority and quality of service and identifies a framework that will allow public safety and utilities to co-exist on this 700 MHz Public Safety Broadband Network. In addition, explore the status of laboratory testing of priority access capabilities that is being conducted by the Public Safety Communications Research (PSCR) team at the U.S. Department of Commerce in Boulder, Colorado. Hear how representatives from the public safety community were able to work with representatives from UTC to create a 4.9 GHz National Plan which was submitted to the Federal Communications Commission, as well as an update of the status at the FCC and FirstNet.
