As recent incidents have shown, a breakdown of communications during an emergency can have disastrous consequences.  So as FirstNet plans to use LTE for mission-critical voice and data, who gets priority when the network is congested? Can public safety preempt someone and throw them off the network?  Can utilities or transportation get priority on this network?  How does this work both technologically and policy-wise?  Review dynamic traffic management, Telecommunications Service Priority (TSP), Government Emergency Telecommunications Service (GETS), and Wireless Priority Service (WPS).
