ProfileMr. Speights has over 40 years of experience in spectrum management, national telecommunications spectrum policy and regulatory development, public safety telecommunications technology, interoperability, wireless communications, and land mobile communications in military, federal, and private service. His company advises the DHS Office of Emergency Communications on Standards development and technology matters. He was a founding member of the P25 Steering Committee and has recently been involved in the FPIC’s interest in the newly reconstituted CAP AP and how it can benefit FPIC membership as well as the overall public safety user community. Prior to his work with OEC and FPIC, Mr. Speights has advised public safety organizations, manufacturers, and land mobile radio users on a variety of technology issues. Prior to that he was Chief of the Public Safety Division at NTIA. He is a graduate of the U.S. Naval Academy and is a retired Navy CAPT.
