and Air Force One Pilot on September 11, 2001Selected by the White House as the nation’s 12th Presidential pilot, Colonel (ret) Mark W. Tillman served President George W. Bush as pilot and commander of Air Force One from 2001-2009. As the leader of a large organization, his tenure was marked with excellence and an adherence to a Zero Fail philosophy. Col. Tillman commanded Air Force One through multiple national events. Most notably, he protected the President and his staff on the day of September 11, 2001 by escaping and evading many potential threats. Through careful planning and flawless decision-making, Col. Tillman and his crew provided two urgent needs for the President – complete safety and constant connection to the nation's first responders.

Office of Emergency Communications (OEC) partners with the public safety community to improve emergency communications and interoperability. OEC Director Chris Essid provides insight on current projects within DHS, including updates to the
National Emergency Communications Plan (NECP). As technology evolves, it is essential to have governance, training, and standard operating procedures in place. OEC is updating the NECP to respond to the challenges and opportunities facing the emergency communications community in 2011 and beyond. OEC is also taking a leading role to support the public safety community as it moves forward to implement a nationwide broadband network. The NECP will provide the framework to support public safety in the development of standards, policy guidance, operating agreements, roaming, and grants.

Proposed changes in 2012 to the standard that governs whether LMR radios in the U.S. are intrinsically safe would dramatically lower the power that compliant radios could use. The implications are great, as vendors would be forced to redesign their radios to meet the revised standard, and organizations that need intrinsically safe radios would need to purchase new devices. In addition, lower power will greatly affect radio coverage; this in turn could force end-user organizations to add sites—at great expense—to meet their coverage needs. Join a panel of experts as they discuss the impending changes, the implications and potential work-arounds.

Though the National Broadband Plan still is in a nascent stage, more than 40 major cities have been granted waivers from the FCC—or are seeking them—to begin building broadband networks in the 700 MHz band on their own using Long-Term Evolution technology, which has been designated by the public-safety community as the platform for next-generation wireless broadband networks. These early build-outs will provide real-world data on deployment, usage and business models that could help other entities in the country when they launch their next-gen systems. A panel of CIOs from several of the first movers will discuss the planning and implementation of their networks, and the lessons that have been learned thus far.
