Barry Fraser served as General Manager for the San Francisco Bay Area Interoperable Regional Communications Systems (BayRICS) Authority since its start-up in August 2011. Barry is responsible for planning and coordination of advanced public safety communications systems across seven Bay Area counties, including regional and state planning to launch FirstNet.
Prior to BayRICS, Barry served as Management Consultant in the Alameda County, CA Sheriff's Office, Policy Advisor for the San Francisco Department of Emergency Management and Department of Technology, and Assistant Director of Media and Public Relations for the County of San Diego, CA. Barry is also an attorney and member of the California Bar.
Barry currently serves on FirstNet's Public Safety Advisory Committee (PSAC), the California First Responder Network Authority (CalFRN) and the City of Rio Vista, California Public Safety Commission. He also chairs the National Public Safety Telecommunications Council (NPSTC) Public Safety Internet of Things Working Group.
